Legal Question in Real Estate Law in Texas
My three year old house needs piers installed on the foundation. The foundation is under warranty from the builder for ten years, however, the builder does not have the funds to pay for the work. He has his house on the market for sale. Can I put a mechanic's lien on his house to pay for the foundation work?

That's not how mechanic's liens work. Your best bet is a home improvement loan. A reputable foundation repair company can help you with this.
