Legal Question in Sexual Harassment in Texas

Employee Sexual Harassment - less than 15 employees

Two women work for a one-man consulting firm, and they describe to friends sexually oriented language, suggestions, and requests for dates. Both have left his employment, but have not received back pay they've earned. Reportedly, he has a history of this with more than ten admin. asst's over 10 years. There is no report of ''quid pro quo,'' at least no directly stated. Considering there are less than 15 employees, what are the remedies for these women?

Have they spoken with an attorney? Has anyone reported or complained to HR?
