Legal Question in Sexual Harassment in Texas

I have a friend living in an apartment complex where she is repeatedly harrassed by another tenant. She has reported it to the management but they have done nothing about it. She feels unsafe in her own home now with her 2 children. Nobody will help her....What steps should she take to get this situation taken care of?

If the harrassment is serious enough, she should call police and make a report. If a serious harrassment eventually turns into something even more serious resulting in injury, then the apartment complex could be liable. She should send the apartment management a letter explaning her concerns in writing by certified and regular mail and keep a copy for your file. If it is just general harrassment, there is not much that can be done.
