Legal Question in Sexual Harassment in Texas

In Texas, what if a 16 year old boy walks by and says "suck my dick" to an eleven year old girl that was just sweeping her driveway? What sort of crime has been committed? What needs to happen from here?

It sounds to me as if he's soliciting a sex act from a child (which would be a crime). See if you can get the police interested.

And then see if you can contact the boy's parents. They might not know that he's acting this way.
