If a person is an independent contractor and has neglected to pay taxes for several years then gets married, can the new spouse be held accountable for those past taxes?

It would be in your best interest to keep your finances separate. You are not liable for that older tax but if you commingle your money and the IRS levies... they will not differentiate.
