Legal Question in Traffic Law in Texas
My car was towed from my apartment complex and management is citing actual notice as the reason they were allowed to tow my car. My question is is an agreement form legal if it says, "Residents who have not paid for covered parking may not park in the covered spaces at any time. They will be towed at the owner's expense." Also, if the form was signed before there was any covered parking at the apartment complex does it make a difference?

I think you're out of luck. In other words, it seems that they had the right to do what they did.
My suggestion: Check to see when your lease is up, and plan to move out.
