Have you spoken with a reputable personal injury lawyer? Most provide free consultations, and it seems to be an appropriate course to take before filing suit on your own.
To simply answer your question, you should sue both. The facts will determine if the driver was acting as an agent of the employer, and if the employer has responsibility. I strongly recommend legal representation for full compensation.
