I just got a dwi in texas, and I had 2 dui's in delaware which was 16 yrs ago, can texas charge me with my past dui's?

Maybe.
They will have to qualify as final convictions in Texas, in order to charge you with 2nd or 3rd DWI in Texas. They will also have to reflect the Texas statute for DWI.
Alternatively, if your lawyer is able to keep the DWI as a first offense, then sentencing might reflect the prior offenses.
