what is the proper step forward in a hit and run parking lot case where an eye-witness captured the license plate of the offender

That would depend on whether you are pursuing a criminal or civil action, or both. If there are potential criminal charges, then relay the information to the police department that took the original report. In a civil action, retain an attorney.
