Legal Question in Traffic Law in Texas
I was issued a citation for no insurance, in the mail, making it my 3rd offense, though I was not driving my vehicle and had not been for a year. If I have proof I wasn't operating my vehicle can I somehow take care of the citation without having to pay for it?

If you were not driving the vehicle then you have a legal defense to the citation (and I am not sure how it would have been issued to you in the first place). You may want to get a lawyer involved as the cost of the lawyer is a lot cheaper than having a third no-insurance citation on your record especially considering the surcharges involved.
