Is it legal to pass a car on a residential street when the first car is making a left turn?

Passing on the right?
Actually, more complicated of a question than it should be. The obvious answer is that there are two lanes for travelling, and the car on the right is merely travelling. The law says that it is illegal to pass on the right.
If the car passes on the left, it is illegal; if the car passes on the shoulder of the road, it will be difficult to defend. If the car passes on the right, when two lanes were available, then it is worth a fight.
