Minor car accident with no police report
My car scrapped against a bike that was on a bike rack on the back of someones car. There was no damage that we could see. I gave her my insurance and drivers license info. But we did not call the police. Can she do anything, if there is no police report?

Yes there can still be a civil claim. Check with your insurance company. Advise them that the bike was inspected, and no damage was visible.
