Non Moving violation/citation

I recieved a ticket from the City of Splendora, Texas for expired tags about five years ago that I have not been able to pay until now. It was $380.00, but has gone to $494.00 as I was informed it had been turned over to a collection agency.The clerk I spoe to told me it cannot be reduced, I cannot see the Judge to ask for such until I post cash bond of $494.00, and they will not allow me to turn myself in, as they do not offer time served for traffic violations. My liscense is not renewable until I pay, which puts me in a position to further break the law as I cannot get to work without driving. My ticket was for expired tags. I do not feel that it is fair for the State of Texas to withhold my driving privledges for such a matter, and they will not take payments, or re-instate my drivers liscense until payment in full is made.

Do I have ANY recourse other than to take this up the _ _ _?

Unfortunately, probably not.

As you stated, the State of Texas classifies driving as a privilege, not a right. You might be able to get the city to allow payments to satisfy the debt -- try going outside the collection agency. Most will, as you state, reopen the case if you pay the cash bond -- then the ticket gets reduced, it is withdrawn from the cash bond, and the balance is refunded to you. Maybe someone would loan you the money to do that?
