Legal Question in Traffic Law in Texas

If the owner of a vehicle is pulled over for a headlight out, and the officers search the vehicle and find two small empty bags of paraphernalia (example) marijuana and the officers ask who they belong to and the passenger states they are not theirs, the owner of the vehicle states the are his, can they still charge the passenger with possession of paraphenalia ?

Why was the car searched? Did the owner give permission? Was there cause to inventory the vehicle? The additional facts of the case determine the validity of the stop, and likelihood that the police can sustain a charge against either person.
