Legal Question in Traffic Law in Texas
I was in the parking lot and a truck wasn't paying attention and almost hit me, so I honked and motioned for him to stop ,and he did, but when I tried to drive by him he purposely tried to hit my car. When next to him, I roled down my window and yelled "What's your problem, I have kids in my car", he said that he did it because he thought my motioning him to stop was me flipping him off. Can I report him for this?

It's possible that this would have been enough for a police officer to at least stop him regarding reckless driving, but my suspicion is that if an officer wasn't present to witness this, there isn't anything that is going to be done to him. There is no harm in reporting it to the police, but I think you should be realistic about the likely outcome.
