Parking Violations
Can a city allow parking violations for over twenty years and then begin to enforce the parking laws?

Maybe. There is caselaw on both sides of the argument. If you were one of the first people to be cited, and there was no general or public announcement of a change in policy; and you can establish that this WAS a policy in place for 20 years, then you could have a case for selective enforcement/detrimental reliance.
