Legal Question in Traffic Law in Texas
no police report!
car accident. hard to determine who's fault. no report filed-other party would lose job, most likely i would seem to be at fault. other party had bumper damage. agreed to fix if safety issue. safety issue-$1200! not yet fixed. now i want to hand to insurance. can a report still be filed by myself or the other party? been over 2 weeks since accident.

Although it is nice that you tried to be brief, it is very hard to understand what situation you are in. If you want to file a police report, you can contact the agency where the accident occurred, and ask if they will accept a report -- my guess is that they won't.
Not sure what other question is being posed.
