Can a private entity force you to pay a ticket?
Situation: If a student at a private university racks up a few hundred dollars in parking tickets on their campus, can the university force him to pay (given that the student does not have a permit, so the school has no personal information about the vehicle)? Obviously, the school knows what the license plate number is, and can do a lookup, but is this legal? What if the person isn�t a student, but merely a visitor?
Also, is it legal for the university to place a ''boot'' on the vehicle, to force the owner to pay? Keep in mind that this all occurs on private property.

Yes.
If the policy is spelled out in the admissions guide, when the student accepts admission, then the student accepts the policies.
