Legal Question in Traffic Law in Texas

I would like to know if I was on the road and a police officer noticed my registration was out but didn't pull me over. I then went home which is in an apartment complex with gates. Later about thirty minutes I left my apartment to run some more arrands, but before I even left my complex he pulled me over and ticketed. Is it against the law to be pulled over in my complex before I even get on the road.

Yes, as even though the complex is gated, it is still considered semi-public property.
