Surcharge
Can I have three separate surcharges for no insurance? Each one says I owe $780. for no insurance but i was wondering do I have to pay all three or just one?

The surcharge is for three years, so you may have one for each of the three years. You would have to pay all three.
If you have three separate violations, then you have three separate surcharges, and need to pay all three.
Contact DPS and ask them what needs to be done to correct your license. Often they accept a payment plan.
