liscense without probable cause? Is it
legal for an officer to run lisence and
registration without reason?

Generally, a police officer needs no justification to check driver/car information for wants or warrants. For example, officers routinely go through parking lots and run tags. In fact, even if an officer violated the law by executing a traffic stop without probable cause, a subsequent arrest for an outstanding warrant information derived from a license check cannot be attacked.
