Does the administrator of estate have full authority to sell propert and to sign the closing documents at closing for the estate?

Yes. If it's a dependent administration the administrator gets the Court's permission to sell the property. If it's an independent administration, the administrator does not have to get the Court's permission to sell the property.

Unless there's only one devisee, and the property would be wholly in their name, it's the administrator's job to convert property to cash for distribution.
