What authority does an executor have to acquire bank account records of the deceased if they are joint accounts with right of survivorship?

It the accounts are "right of survivorship" then they pass outside of the estate. If the estate is otherwise insolvent, then it might be possible to obtain that money to pay the debts of the estate, but that is something that the creditors should want to do.
