With three children, can two of them become the majority rule over a will that leaves the house to all three?

No. The third child gets his or her share regardless of the desires of the other two.
If one or both of the other children are appointed executors, then they can administer the estate, but they have a duty to all of the heirs to obey the will and treat them fairly.
