Duties of the Executor

What are the legal requirements of an executor of an estate? More specifically can one heir out of five force the executor to change an investment owned by the estate to benefit the one heir?

The executor has a fiduciary duty to all the heirs. A change that may benefit one does not breach that duty if none of the others are disadvantaged. However, the propriety and ethics are open to question.
