Do you have to go to court to dispose of someone's property (house, contents, jewelry, car) if they died intestate and the heirs are only her children?

Maybe. Did she leave any debts? If so, probate with administration may be necessary. If her estate is under $50,000 a Small Estate administration may be done. If it's just a matter of transferring titles, you may get by with an Affidavit of Heirship.
