This depends on the kind of guardianship your sibling has over your mom. If it is just a guardian of the estate, there is only control over her financial affairs.
It it is a guardian of the person or person and estate, It would appear that your sibling might have control over all aspects of her personal life.
You should have an attorney review to court order. You should also seek advice on contesting the guardianship or having it modified so you can visit your mom.
