Estate Of Deceased Husband

My sister is in prison her husband died last year and left her property and insurance benefits. His brother or sister in law were in charge of this and the property is at their home. They have not sent my sister any money or contacted her in any way. What are her legal rights? How can she get a copy of the will and obtain the titles for the vehicles so that she will have something for her release. His death was in Perryton, Tx. , that is also where the propety (travel trailer, truck and personal property) is located.
