what if you are executor of estate and there is not enough money to pay all creditors Will I personal be responsible for the outstanding bills

In most cases, no. I'm assuming that the executor is following the rules and not committing any malfeasance. In most cases, you would give notice to the creditors, attempt a negotiation with them. Failing that, you can ask the court to issue a pro-rata distribution.
