executor responsibilities
My father was the executor of my mother's will. He did not give me the jewelry she left me in her will. He gave it to my niece. After he dies, can I sue the estate for the amount of the property? I do not want to cause a family war while he is alive and risk being disinherited altogether.

No. To recover the jewelry, you have to sue within the limitations period. Why not just talk to your father?
