Legal Question in Wills and Trusts in Texas

How to become executor if there's no will

My father passed in Sept. of 99 and left no will. One financial institution is requiring me to become executor of his estate before rreleasing any information regarding any accounts, insurance etc. What forms do I need to become executor and where do I file them? He died in Arlington, Texas in Tarrant county.

Thank you very much.
