I my father died in 2006 can his mistress put a claim on his property after he pass away.

Possibly. If your father listed her as a beneficiary in a valid will, or as a designated beneficiary on an account or policy, then she'd have a claim there. Otherwise, if she were able to prove that she was a common law spouse, she could claim a community property interest in his estate.
