Legal Question in Wills and Trusts in Texas
When my father passed away, he named my brother as the executor of the estate. Does this mean he can do anything he wants with our Daddy's property, with or without my consent.

You need to read the will. The will should dictate what he is to do with the property. He has to follow the instructions in the will. Although he cannot act unfairly or self deal, he would not need the consent of the beneficiaries.
