Legal Question in Wills and Trusts in Texas

My father-in-law died (no wife) and the funeral is over. One sister has control of an account (in her name) that had my father-in-laws money in it <$50k. She get his disability check monthly and pays his mortgage. the rest of the disability check went to the home he was in. There is a will (and possibly a surprising new one) that should state how his estate is to be divided up.

We all live in Texas (Dallas area). What are the next steps?
