my father-inlaws wife died about 10 years ago
My father in-law states that his spouse has stocks in AT&T, but we don't know how help him retrieve this information.

You need to find out whether her will was probated, or if she didn't have a will, then whether an administration was taken out, or if an affidavit of heirship was ever recorded for her.
If her will was probated, then her executor can find out. If not, then you should get the help of an attorney to prepare an affidavit of heirship, which can then be sent to AT&T.
