Legal Question in Wills and Trusts in Texas

I found some rims on craigslist i wanted. i live in Texas the rims are located in New Orleans. I casked the guy to ship them he said its fine as long as i send half of the money 1st. i agreed. the deal was i send half of the money he ships them once i get the rims i send the other half. well the next day he said they were shipped but wouldnt give me a tracking number so i didnt send the other half of the money. he then said he was going to stop the shipment which he did and he has 600$ of mine and wont answer his phone calling or text messages.i have his name address and phone number. Do i have a case?

Maybe it is best if you can call the police where he lives.
