The heirs of the estate would own the house. It's up to them to (1) figure out who they are and (2) establish themselves as the owners.

As for #1, the Texas intestacy laws apply, so it would go to the spouse, children, parents, depending on who is still alive and the dates of death.

As for #2, there are several procedures to do, depending on when she died and what condition her estate is in (i.e. taxes, debts, etc.)
