Is there a current Texas Law that states one
cannot reject and inheritance?

Re: Inheritance
There is no Texas law which says you have to accept
an inheritance. Anyone may disclaim a gift or
inheritance and the inheritance is treated as if
the person refusing the inheritance died. I.e. the inheritance
would either go to that persons heirs or to someone
else named under the will.
