Inheritance property

if a property is owned by several

siblings, can one of the siblings sell his/

her portion (share) to someone outside

the family on their own, without

approval of the other siblings?

Sure, except all they can sell is their undivided fraction.

Yes. unless there is some valid deed restriction or contractual provision to the contrary for which consideration was exchanged.
