What are the responsibilities of a Legal Guardianship over an estate that already has Powers of Attorneys?

The legal guardian has a fiduciary duty to the ward, and the guardian's powers supercede the powers of attorney. A guardian is responsible for an individual (the ward), rather than just an estate. The guardian also has control over the ward's property (the ward's estate).
