Legal Question in Wills and Trusts in Texas
Legal term, I guess.
What is an Executor called before the Testator dies when they have durable power of attorney and can make all the decisions?

Actually an Executor is not called anything before a Testator dies. If someone has executed a power of attorney, the person holding the power is referred to as an "attorney-in-fact"
