When there is a lien on an estate how does the heir get the deed or lien transferred to him/her?

I'm not sure what you mean by "lien on an estate." Was there a will? Or an action in probate court? Was the property a homestead? Have you lived in it?

There is no reason to "assume" liability when you don't need to. If a house that is inherited has a mortgage, the heir has the right to continue to make payments without the assumption of liability.
