Legal Question in Wills and Trusts in Texas

My Mom died 7 years ago. My step father recently said he found her will. It was written more than 30 years ago. Can it still be executed?

There is a four year statute of limitations UNLESS you can convince a judge that the proponent of the will wasn't in default for not bringing it in sooner. Does the will do anything significantly different than what would have been done in intestacy?
