my mother just passed away and had no will. I have 2 other siblings. who does the estate go to. she was residing in Texas and my nieces were caring for her for the past few years. They also had a power of attorney for her.

Your mother's death terminated the power of attorney granted to your nieces.
When there is no will, who the property goes to depends upon several factors.
Assuming she resided in Texas when she died and that all of her real property is located in Texas, Texas law should govern this issue.
If your mom was married when she died and all of the children are children of her and her surviving spouse, all property goes to the surviving spouse. Otherwise it gets more complicated.
If there is no surviving spouse, her property goes to her children. The only way I could see your nieces getting any property is one of their parents was one of your siblings who predeceased your mom.
