Legal Question in Wills and Trusts in Texas

My mother-in-law and father-in-law wrote a will together many years ago (possibly in the 70's) and he passed away in 1991. She is now in a position to redo her will. Is this possible to be redone since he has passed away? Would she do a completely new will or do a Codicil?

It is much simpler to do a new will and would cost about the same as a codicil.
