power of attorney

my friend is in jail and needs a power of attorney to release his bank card to me. can it be handwritten and how would we word it

Don't handwrite it. I can't see anyone honoring a handwritten one. You can pick one up from a law office for a few dollars. I would check with your friend's criminal attorney, as many of them will handle getting POAs for a small fee.
