if I give power of attorney to my sister does that over power my husband decisions

You can't grant a power for your husband. Only he can give the power for his own decisions. Granting the power does not limit the grantor's abilities and the grantor can revoke the power at any time.

Are you asking does it give your sister a greater right to make decisions for you than your husband has as your husband? Her specifically granted rights under the power of attorney should trump his right to speak for you as your husband.
