Can a pov overide a will?

No. A POV ends with the death of the maker. Then the will takes over.

If you are talking about a POA which is a Power of Attorney - it can be used during the testator's lifetime to do anything granted in the power. Once the testator dies, the power dies with him or her and the will would govern what is in the estate.
