Proof of Heirship
Do I have to have an attorney to prove heirship if it is undisputed? I have a half-brother who was adopted by his step-dad, he is still entitled to half of our father's property, correct? What will I need?

You don't need an attorney if you know how to do it. When you ask "what do I need", it sounds like you need an attorney. This shouldn't be that expensive (so to speak). Shop around.
