Can I collect my biological fathers job retirement upon his death even though I was adopted and I'm not named as a beneficiary?

No. Any rights you may have had were terminated prior to the adoption. Additionally, even if rights were not terminated, the retirement would be distributed according to who he designated as beneficiary.
